I would like to ask a simple question here and point out this important observation:
1- What is the blood money of a slain pagan whom the Muslims have covenant with?
2- Allah Almighty mentioned "Believer" مؤمن several times, but didn't mention it when He spoke about the pagan tribe whom the Muslims have a covenant with. This is because:
3- Therefore, the full 100% blood money value is for any member from the pagan tribe, regardless of his religion. This is probably to prevent the covenant and treaty from being broken, and more possible bloodshed and tumult to happen:

There are many other Noble Verses that I can present here. But I believe the above ones are amply sufficient to prove my point. If he just killed for the sake of being a serial and cold killer, then the Islamic Court here would be justified in applying the punishment of spreading mischief in the land on him. This would have to be looked at based on the case's merits.
3- Citizens Law:
However, in many Muslim states today, the Laws for Dhimmis don't apply, because their non-Muslim citizens are not considered Dhimmis. They are considered citizens. And the all civil and criminal laws apply to all citizens regardless of religion. Remember that a Dhimmi is one who is a non-Muslim living under the Islamic State after his land was conquered by the Muslims. This is why he pays Jizyah taxes. So he is a result of a war. But in societies that have citizens already non-Muslims born and been living with Muslims, and they are not Dhimmis, then many argue that the Laws apply to all citizens regardless of religion.
Personally, seeing Allah Almighty's Seriousness and Anger in killing a believing Muslim, I would not kill a believing Muslim, who loses himself for killing a non-Muslim. But I would certainly, apply the appropriate Laws above on him. Again, Allah Almighty Said:

The Bible does not punish to death a believer who kills a disbeliever unjustly. And the Jewish Talmud, which its laws are derived from the Old Testament scriptures, is full of hate towards non-Jews.
