The word NAS  mean people, it is like saying in English "O people(Ya ayu hannas)

Surah 26:38-39
So the magicians(of Pharoah) were assembled for the appointment of a well-known day.And it was said to the people(NAS), "Will you congregate

So the verse which you gave should be translated as He sent down the Torah and the Gospel for the guidance of people

The content or the covenant of God inside Torah and Injil are for Israelites, however if they adhere to the covenants[/b] they will become examplars and guidance to other nations. Unfortunately they invoke the wrath of Yhwh by not adhering to the covenant and during the 2nd chance, they went astray.
As such, How would other nations take guidance from the Treasured People since they take lightly the covenants.

As for gentiles that listen to the reminders of observing Israelites about the Day of Judgement and the coming of the Prophet, such gentiles (for e.g People of Rum) too will be regarded as People of the Scripture as they believe in the covenant of Israelite about Day of Resurrection and the sending a Prophet meant for mankind.
