WHY NO BISMILLAH IN SURAH TAUBA?

Assalamualykum.

 Why there's no bismillah before chapter no-9 in the Quran?

 When Hadrat Uthman رضى الله عنه was asked why there was no bismillah at the beginning of Surah al-Tawba like how there is bismillah at the beginning of other surahs, he replied that there was some doubt as to this surah being a separate surah, because Nabi صلى الله عليه و سلم passed away without explicitly mentioning anything regarding it. This is why Bismillah was not written at the beginning of Surah Taubah. However, since its subject-matter is similar to that of Surah Anfal, it was placed after it and a space for Bismillah has been kept because it is possible that this is a separate surah. (Tirmizi, Vol 2, Pg.139)

 Okay as Muhammad (PBUH) passed away saying anything explicitly then what if it is a part of surah Anfal? And who named it Surah Tauba?

 Again according to Sahih Bukhari  this surah was revealed to cancel the peace treaty. In it appears the command of killing the mushrikeen (polytheists) and the expression of Allah Ta`ala

 I asked the same question to an Egyptian sister( MAY ALLAH BLESS HER) and following is what she said:


 ''wa alikom salam brother,
your questions are in sight, now let's figure them out:
-the sura tauba in fact has many other names, this emphasizes that it is separate, and why without bismillah, it's as u mentioned about the covenant with the infidels as they never make a faithful covenant.
but why in surat lahab, I may say: they 1st sura is an order to Prophet Muhammad, but the 2nd is about informing prophet Muhammad with something.. yet I may add that there's some hadith telling that this man, abu lahab was delighted with the birth of prophet Muhammad and sat free a slave woman for that, so in every Monday he is given some kind of mercy in Hell, I think it was a drink of water as I may remember!
