Assalamu alaikum.

I am now creating a website refuting claims and I will start with WikiIslam.

I wanted a professional domain (.org) but I can't buy it. Anyways, I used Weebly but I have a problem. I want to upload a custom HTML file but I don't know how. So can someone please help me?

According to this (https://community.weebly.com/t5/Site-Editor/Is-it-possible-to-upload-a-custom-page/td-p/14873): "...can edit most pages and upload files by going to theme in the blue bar at the top of the editor and then click edit html/css in the bottom right."
